If Massachusetts adopts legislation to legalize casino gambling, the debate will turn to allocation of licenses and regulation of the industry. What can we learn from other states and other countries about the major challenges in licensing and regulating casino gambling? What should be the objectives of regulation, and how can these best be realized?
