UN Civil Military Coordinator in Afghanistan-UNAMA, consulting as well for the World Food Programme in the Kabul region. With field experience in South and North America, South East and Central Asia, Middle East, and the Balkans, he has served with the United Nations as Humanitarian, Civil Affairs and Electoral Officer in East Timor (1999), Kosovo (1999-2000), Afghanistan (2002), and Indonesia-Tsunami Emergency Banda Aceh (2005).  UNDP Assistant Resident Representative for Reconstruction, UN OCHA Civil Military Coordination Officer for the UN Mission in Iraq.
He was a project manager at Canada ’s Pearson Peacekeeping Centre, designing and delivering training packages for civilians deploying to peacekeeping and post-conflict reconstruction operations. He has been a guest speaker at the Spanish Ministry of Defence’s Summer Course on Afghanistan issues (2006-International University Menendez Pelayo, Santander) and a member of the teaching staff for the Pearson Peacekeeping Centre on courses on Basic Competencies for Peace and Humanitarian Operations and CIMIC Civil Military Co-operation and Co-ordination, having lectured Senior OCHA Civil Military Coordination Staff sessions.  
Mr. Osorio holds a Master in International Trade Law and Economics, from the World Trade Institute-Universities of Fribourg, Bern , and Neuchâtel-Switzerland and his B.A in Political Science and History from McGill University-Canada and is currently completing a MPA at Harvard.
